目的 了解江西省市售消毒产品卫生质量状况,为监管部门开展消毒产品监管工作提供依据.方法 对2017-2021年江西省各地送至江西省疾病预防控制中心检验的消毒产品开展卫生安全检测评价与分类统计分析.涉及的消毒产品主要包括消毒剂(醇类消毒剂、碘伏消毒液、84消毒液、二氧化氯消毒剂)、抗(抑)菌制剂(抗(抑)菌洗液、抗(抑)菌凝胶、抗(抑)菌乳膏)、一次性卫生用品(妇女卫生用品、婴幼儿卫生用品、湿巾类)等.检测依据包括《消毒技术规范》(2002版)、《食品安全国家标准食品中甲醇的测定》(GB 5009.266-2016)和《一次性使用卫生用品卫生标准》(GB 15979-2002).对消毒产品的数量、合格情况进行描述性统计分析,计数资料用频数和百分比(%)表示,消毒产品合格情况用合格率[(合格样品数/样品数)× 100.00%]表示.结果 2017-2021年合计接收消毒剂224件,抗(抑)菌制剂93件,一次性卫生用品123件.各类消毒产品以抗(抑)菌制剂合格率最低(66.67%).消毒剂中,醇类消毒剂平均合格率为96.06%,碘伏消毒液每年合格率均为100.00%,84消毒液平均合格率为91.84%,二氧化氯消毒剂平均合格率为85.71%.醇类消毒剂、84消毒液、二氧化氯消毒剂3类样品不合格原因均为有效成分含量不合格.醇类消毒剂、84消毒液样品中稳定性试验和微生物杀灭试验均未出现不合格.醇类消毒剂中88件样品增加甲醇项目,其中54件检测出甲醇,检出率为61.36%,其甲醇含量范围为57.5~427.7 mg/L.抗(抑)菌制剂中检出不合格样品31件,其中25件是有效成分含量不合格,6件是微生物杀灭试验不合格.一次性卫生用品合格率波动较大,在51.67%~100.00%之间,2018年一次性卫生用品的合格率较低(51.67%);不合格原因主要是细菌菌落总数超标.结论 江西省消毒产品检测合格率波动较大,抗(抑)菌制剂合格率较低.建议今后卫生监督部门进一步加强对消毒产品生产企业的监督管理,加大对消毒产品的抽检力度,积极创新监管方式,探索创新型"互联网+视频"方式开展监督检查,实现监管全程化、可追溯.同时进一步完善公众舆论监督机制,加大打击不合格产品工作的宣传力度,将"双随机工作"与信用监管相结合,提高监管效率,加大失信企业监管力度,助推其加强自身管理.
Objective To understand the hygienic quality status of commercially available disinfection products in Jiangxi province and provide a basis for regulatory authorities to carry out supervision of disinfection products.Methods Carry out health and safety testing evaluation and classification statistical of disinfection products sent to the Jiangxi Provincial Center for Disease Control and Prevention for inspection from 2017 to 2021.The disinfection products involved mainly include disinfectants(alcohol disinfectants,iodophor disinfectants,84 disinfectants,chlorine dioxide disinfectants),anti-bacterial preparations(anti-bacterial lotion,anti-bacterial gel,anti-bacterial cream),and disposable hygiene products(female hygiene products,infant hygiene products,wet wipes),etc.The testing basis included"Technical Specifications for Disinfection"(2002 edition),"National Food Safety Standard-Determination of Methanol in Food"(GB 5009.266-2016)and"Hygienic Standards for Disposable Hygienic Products"(GB 15979-2002).Descriptive statistical analysis was conducted on the quantity and qualification of disinfection products.The counting data was expressed by frequency and percentage(%),and the qualification of disinfection products was expressed by the qualification rate[(number of qualified samples/number of samples)X 100.00%].Results From 2017 to 2021,a total of 224 pieces of disinfectants,93 pieces of antibacterial preparations,and 123 disposable sanitary products were received.Among all types of disinfection products,antibacterial preparations had the lowest qualification rate(66.67%).Among the disinfectants,the average qualification rate of alcohol disinfectants was 96.06%,and the annual qualification rate of iodophor disinfectants was 100.00%.The average qualification rate of 84 disinfectant was 91.84%,and the average qualification rate of chlorine dioxide disinfectant was 85.71%.The reasons for the failure of samples of alcohol disinfectant,84 disinfectant,and chlorine dioxide disinfectant were all due to unqualified content of active ingredients.There were no failures in the stability test and microbial killing test of alcohol disinfectant and 84 disinfectant samples.Methanol was added to 88 samples of alcohol disinfectants,and methanol was detected in 54 of them,with a detection rate of 61.36%.The methanol content ranged from 57.5 to 427.7 mg/L.31 unqualified samples were detected in anti-bacterial preparations,of which 25 were unqualified for active ingredient content and 6 were unqualified for microbial killing tests.The pass rate of disposable sanitary products fluctuated greatly,between 51.67%and 100.00%.The pass rate of disposable sanitary products in 2018 was low(51.67%),and the main reason for failure was that the total number of bacterial colonies exceeded the standard.Conclusions The pass rate of disinfection product testing in Jiangxi province fluctuates greatly,and the pass rate of antibacterial(bacterial)preparations is low.It is recommended that in the future,health supervision departments further strengthen the supervision and management of disinfection product manufacturers,increase the intensity of random inspections of disinfection products,actively innovate supervision methods,explore innovative"Internet+video"methods to carry out supervision and inspection,and achieve full and traceable supervision.At the same time,improve the public opinion supervision mechanism,increase the publicity of the crackdown on substandard products,combine"double random work"with credit supervision,improve supervision efficiency,increase supervision of untrustworthy enterprises,and help them strengthen their own management.
