China-Europe railway express(CERE),like a"cross-border steel camel caravan",has revitalized the econo-mic and trade exchanges between countries and regions along the Silk Road,and has become a symbolic carrier of the Belt and Road Initiative,which has also improved China's opening-up and innovation level,and promoted the development of new quality produc-tivity.Based on the quasi-natural experiment of CERE's running,this paper uses panel data of 279 cities in China from 2001 to 2020 to empirically analyze the impact of CERE on regional innovation by multi-period difference-in-difference.It shows that(1)CERE significantly enhances the innovation level of CERE-opening cities,and a series of robustness tests including instrumental variables regression and excluding policy interference support the previous findings,and pass the parallel trend test and placebo test.(2)The innovation effect of the CERE is regionally heterogeneous,and good regional development bases such as economy,indus-try,openness,and human resource are all conducive to the enhancement of the innovation promotion effect of CERE,and the in-stitutional environment such as the government-market relationship and the innovation of opening-up policies could also help to un-leash the innovation effect of CERE better.However,the local government's over-orientation to the economic goals such as quanti-tative growth will also limit the CERE's role in the promotion of regional innovation.According to the conclusions above,China should further promote CERE's running,and guide different regions to take into account their own characteristics of"productive forces-production relations",so as to promote the innovation effect of CERE to be released more fully,and to empower the develo-pment of new quality productivity.
