中国共产党党内问责制度的发展脉络与变迁逻辑——基于历史制度主义的分析视角

摘要
作为中国共产党管党治党、全面从严治党的重要方式,党内问责制度先后经历了初步发展期、曲折发展期、恢复发展期、全面发展期的百年求索之路.从历史制度主义的视角来看,党内问责制度的变迁是宏观环境、政治变量、关键节点和路径依赖相互作用的结果.制度环境的变化引发了党内问责制度的变迁,从严治党的政策理念等政治变量推动着党内问责制度的完善,关键节点决定了党内问责制度的走向,路径依赖使得党内问责制度不断强化.总体而言,党内问责制度的演变呈现出体系化、法治化的鲜明特征,展现了以坚持党的领导为根本、以抓住"关键少数"为指引、以全覆盖监督为途径的历史经验,是中国共产党党内法规制度体系不断发展完善的缩影.
Abstract
As an important way for the CPC to conduct full and rigorous Party self-governance,the inner-Party accountability system has experienced a century-old journey covering the initial development period,tortuous development period,recovery development period and all-round development period.From the perspective of historical institutionalism,the changes of the accountability system within the Party are the result of the interaction of the macro environment,political variables,key nodes and path dependence.Changes in the institutional environment have led to the changes of the intra-Party accounta-bility system.Political variables such as the policy and concept of strict Party self-governance promote the improvement of the intra-Party accountability system.Key nodes determine the trend of the inner-Party accountability system.And path dependence continuously strengthens the accountability system within the Party.Overall,evolution of the inner-Party accountability system shows the distinctive characteristics of systematization and rule of law,showing the historical experience of adhering to the leadership of the Par-ty as the foundation,seizing the ″key minority″as the guidance,and taking the full coverage supervision as the approach.It is an epitome of the continuous development and improvement of China's inner-Party legal and institutional system.
