依托数智技术理顺社区应急治理内在机理并突破治理阈值,已成为社区应急治理创新的可行路径.上海市L街道"社区大脑"建设催生了以"大数据+网格化管理"为特征的社区应急治理新模式,充分利用当前数智化发展的有利契机,既从主体、空间、规则以及方式等维度重塑原有的社区应急治理结构,又将数智赋能落实到社区应急治理的全生命周期,集中体现为社区应急预防、应急准备、应急响应以及应急恢复等动态接续的行动环节,切实保障社区应急治理全过程的高质量运行.因应数智技术赋能社区应急治理的双重路径,需加强顶层设计、畅通多元参与、保障信息安全以及创新人才培养等机制建设.
Relying on digital intelligence technology to straighten out the internal mechanism of com-munity emergency governance and break through the governance threshold has become a feasible path for the innovation of community emergency governance.The construction of″community brain″in L Street of Shanghai has given birth to a new mode of community emergency governance characterized by ″big data+grid management″,making full use of the current favorable opportunity of digital intelligence develop-ment.It not only reshapes the original community emergency governance structure from the dimensions of subject,space,rules and methods,but also implements digital intelligence in the entire life cycle of community emergency governance,which is mainly reflected in dynamic and continuous action links such as community emergency prevention,emergency preparation,emergency response and emergency recov-ery,and effectively ensures the high-quality operation of the whole process of community emergency gov-ernance.In response to the dual path of digital intelligence technology enabling community emergency governance,it is necessary to strengthen the mechanism construction of top-level design,unimpeded mul-tiple participation,information security guarantee and innovative talent cultivation.
