Here a systematic analysis was given on the decision-making contexts,preferences in project implementa-tion and main challenges.Some effective ways were also explored suitable for the high-quality development of forest-ry carbon sinks in Xining City of Qinghai Province,China.Practical measures were finally proposed to achieve the"dual carbon"goals.
