铸牢中华民族共同体意识视域下地方民族团结促进立法的实证研究

新时期,随着各民族在社会生活中的广泛交往、全面交流、深度交融,民族工作的主体、对象、内容均发生了深刻变化.铸牢中华民族共同体意识是中国共产党回应新时期民族工作的新局面、新形势和新要求提出的主线和纲领.党的十八大以后,地方层面民族团结促进立法日渐活跃,成为从法治层面铸牢中华民族共同体意识的有益探索.本文以各地出台的33部民族团结促进立法的法规文本作为研究对象,从铸牢中华民族共同体意识的视角分析了这些立法的基本现状、特点以及其中存在的问题,提出了要将铸牢中华民族共同体意识全面贯彻到民族团结进步地方立法中,以民族团结进步地方立法促进中华文化认同、构建中华民族共有精神家园,建立区域间促进民族团结进步的合作机制,适时出台国家层面的民族团结进步促进立法的法律法规、统筹民族团结进步事业的发展.
An Empirical Study of the Local Regulations on Promoting National Unity from the Perspective of Forging a Sense of Community for the Chinese Nation
In the new era,with the extensive communication,widespread exchanges and deep integration of all ethnic groups in social life,the subject,object and content of ethnic work have all undergone profound changes.Forging a Strong Sense of Community for the Chinese Nation is the main line and program of the Communist Party of China to respond to the new situation,new circumstances and new requirements of ethnic work in the new era.After the 18th CPC National Congress,the regulations on promoting National Unity and Progress at the local level has become increasingly active,which has become a beneficial exploration in forging a strong sense of community for the Chinese Nation.This paper takes the 33 regulations on promoting national unity and progress as the research object,analyzes the basic situation and characteristics of these regulations from the perspective of forging a strong sense of community for the Chinese nation,and analyzes the existing problems.It is proposed that the concept of"Forging a Strong Sense of Community for the Chinese Nation"should be integrated into the local regulations on ethnic unity and progress,promote the recognition and inheritance of Chinese culture through the local legislations on ethnic unity and progress,build the common spiritual home for the Chinese nation,establish the collaborative mechanism among different regions to promote ethnic unity and progress,timely introduce national regulations on ethnic unity and progress,and coordinate the development of ethnic unity and progress.
