乡村振兴与新型城镇化战略耦合协同发展研究

摘要
乡村振兴和新型城镇化是解决"三农"问题的两个"轮子",也是推进我国经济高质量发展的两大"引擎",更是实现中国式现代化建设目标的两大重要支柱,而城乡融合发展正是这两大战略支柱的结合点.乡村振兴与新型城镇化不是对立关系,而是你中有我、我中有你,相互补充、相互促进的耦合关系.从其内涵和互动关系可以看出,这两大战略都是为了提高资源配置效率、增进国民福利、缩小城乡差距,实现城乡均衡协调和高水平融合发展.乡村振兴与新型城镇化战略耦合协同发展,是解决新时代中国社会主要矛盾的必然要求和建设中国特色现代化经济体系的重要基础.追求乡村振兴与新型城镇化耦合协同发展,既需要两大战略各自实现较高水平的发展,也需要两大战略在发展过程中的耦合协同实现和谐.因此,乡村振兴与新型城镇化耦合协调发展需要依托式、吸收式、反哺式以及互惠式的发展路径.
Abstract
Rural revitalization and new-type urbanization are the two"wheels"to solve the problems of agriculture,rural ar-eas and farmers.They are also the two"engines"for high-quality economic development in China,and the two important pillars to achieve the goal of Chinese-style modernization.The integrated urban-rural development is the combination of these two strategic pillars.Rural revitalization and new-type urbanization are not opposites,but complement each other and promote each other.From their connotation and interactive relationship,the two strategies are for improving the efficiency of resource allocation,improving national welfare,shortening the gap between urban and rural areas,and realizing urban-rural equilibrium coordination and high level integration development.The coupling and coordinating development of rural revitaliza-tion and the new-type urbanization strategy is the inevitable requirement for solving the principal contradiction in Chinese so-ciety in the new era and an important basis for building a modern economic system.The pursuit of coupling and coordinating development of rural revitalization and new-type urbanization requires not only the two strategies to achieve a higher level of development,but also requires the two strategies to achieve harmony in the process of development.The realization path of coupling and coordinating development of rural revitalization and new-type urbanization includes dependent development path,absorption development path,feedback development path,and reciprocal development path.
