Research on Local Incentive Mechanism for Implementing Fair Competition Review System
The incentive mechanism of local implementation of fair competition review system can stimulate the enthusiasm of policy making organs and promote the overall improvement of social benefits,which needs to play the dual role of materi-al and non-material incentives.It is reasonable to introduce the incentive mechanism into the local implementation of the fair competition review system,the theory of balance and the theory of externality provide the theoretical basis,and the ex-isting legal system and the implementation needs provide the application basis.However,the current fair competition review system is not perfect,which shows that the incentive mechanism in the system design is empty,and the inefficient phenom-enon in the system practice is also more common.This is caused by the limitations of the self-censorship model,the path dependence on the punishment mechanism,the differences in governance logic existing in the central-local coordination,and the inherent concept of"only GDP"in local development.When perfecting the specific path of fair competition review of local implementation of incentive mechanism,we should follow the idea of central and local co-construction,and focus on integrating the effectiveness of system implementation into the evaluation system of local officials.At the same time,we should set up targeted incentive methods,attach importance to ability incentive,enhance the standardization of incentive work,and effectively maintain the implementation of incentive measures.
