Promoting Common Prosperity through Social Assistance:Logic,Effectiveness,Problems and Suggestions
How to give full play to the effect of social assistance system to promote common prosperity is a fundamental issue that should be considered in promoting reform and optimization based on the background of Chinese modernization.Different from the practice of social assistance in Western countries,the logic of China's social assistance system lies in:people-centered,with the overall development of people as the goal,the rescue concept adheres to the principle of backstopping and making up for shortcomings,the rescue application adheres to the principle of opening to the whole people,the rescue funds adhere to the main responsibility of the government,the rescue resources adhere to the social cooperation,and the rescue methods adhere to the classification and diversity.In view of the problems and challenges faced by social assistance under the new situation,based on the perspective of strengthening the effect of social assistance to promote common pros-perity,the research puts forward four main suggestions:improve the accuracy of social assistance target identification,and truly let common prosperity benefit low-income groups;Expand the supply of non-commercialized service social assis-tance,so that low-income groups can truly enjoy the fruits of common prosperity in the humane,warm and effective serv-ice assistance;To form an efficient supply mechanism of social assistance resources jointly promoted by multiple subjects,and maximize the effect of social assistance in promoting common prosperity;Use the advantages of intelligent and digital technology to lay a solid technical foundation for social assistance to promote common prosperity.
