The Practical Dilemma of Digital Village Governance and the Formation Mechanism:Based on the Case Study of H Village in Ningbo City
The digital transformation of rural governance is an important way to promote the modernization of the rural gov-ernance system and governance capacity.By examining the digital rural governance practices in H Village,Ningbo city,Zhejiang province,it was found that digital rural governance is currently facing practical difficulties,manifested by serious formalism in digital construction,significant fragmentation and digital technology builds duplication,and low participation of rural residents in digital governance.Based on the analysis framework of"system technology action",it is believed that institutional deviation,limited technology,and action deviation are its generating mechanisms.To break through the bottle-neck of governance,the first step is to reverse concept of governance and reduce the constraints of the administrative sys-tem;Secondly,we need to dispel the myth of technology,avoid over densification of digital rural construction,instead,digital governance should return to society itself;Finally,it is necessary to coordinate multiple actors,promote the con-struction of a digital rural governance community,and enhance the efficiency of rural governance.
