Research on Rural Land Donation Issues under the Vision of Common Prosperity
Following the principles and spirit of the third distribution and common prosperity,this paper innovatively propo-ses the concept of rural land donation.It is based on a scientifically rational incentive mechanism that encourages wealthier farmers to donate land to landless or land-scarce farmers within their collective economic organization,aiming to achieve a wealth transfer from the richer to the less affluent,thus promoting common prosperity.From this perspective,a mechanism for the operation of rural land donations is constructed.Field research and theoretical analysis reveal three potential issues in the implementation of rural land donations:lack of enthusiasm and insufficient donation amounts among participants,un-clear management and supervisory bodies for the donations,and unclear methods of reutilizing the donated land.These is-sues primarily arise from an incomplete legal and policy framework for rural land donations,the dilemma of choosing be-tween autonomy and rule of law in implementing agencies,a severe lack of incentive mechanisms,and an underdeveloped social atmosphere for rural land donations.Consequently,four strategic recommendations are made to facilitate the imple-mentation of rural land donations:establish and refine the legal and policy framework for rural land donations,form an ef-fective and coordinated execution agency for rural land donations,construct a multi-level incentive mechanism,and pro-mote a social atmosphere that supports wealthier farmers leading the way in helping the less affluent.
