The Dilemma and Optimization Path of Burden Reduction Policy at The Grass-roots Level under The Pressure System——Research and Analysis Based on M Village in Pearl River Delta
Under the background of the central government's proposal to"reduce the burden on the grass-roots level",different local governments have shown differentiated policy implementation patterns:some local governments actively re-sponds to the central government's instructions,focusing on solving the persistent problems of formalism and bureaucracy,while some local governments passively responds to the assessment requirements of the higher authorities,so that the imple-mentation of the burden reduction policy is difficult to meet expectations.Based on the survey of M village in the Pearl Riv-er Delta,it is found that under the pressure system,the implementation of the central government's burden reduction policy has fallen into the path dependence dilemma of task decomposition and responsibility apportionment,which not only makes it difficult to reduce the workload of grass-roots departments,but also makes it into the dilemma of compliance with the implementation of the burden reduction or initiative weighting.Even after the completion of the burden reduction index,there are signs of workload overload compensation and retaliatory rebound.Therefore,before reducing the burden,local gov-ernments at all levels should break the bureaucratic path dependence and solidly promote the burden reduction policy;In the process of reducing the burden they should give the grass-roots unit the right of discretion and improve the autonomy of work;After the burden reduction they should strengthen the matching of burden reduction policys,form a long-term mech-anism for burden reduction,so that the central burden reduction policy can be implemented in place,and effectively reduce the burden for the grass-roots level.
