As Chinese national economy and society transitions toward high-quality development, innovation and entrepre-neurship capabilities have become critical for advancing the national innovation development strategy and enhancing employ-ment quality.Universities,as key institutions for cultivating high-level innovation and entrepreneurship talents, are un-dergoing a shift from quantitative growth to qualitative enhancement and structural improvement in their innovation and en-trepreneurship education. In light of this transformation, effectively evaluating the outcomes of innovation and entrepreneur-ship education is not only essential for understanding its effectiveness in universities but also a key driver for reforming the talent cultivation model. Therefore, this study first identifies the influencing factors and learning outcomes of innovation and entrepreneurship education from the perspective of the innovation and entrepreneurship education ecosystem.Subsequently, based on 131,165 college student questionnaire responses from 114 higher education institutions,Entropy method and BP neural network model were utilized to create the evaluation model of innovation and entrepreneurship education.Further-more,the Shapley value decomposition method was employed to estimate the contribution of various elements of innovation and entrepreneurship education to learning outcomes. Finally, based on the analysis results, suggestions for optimizing the innovation and entrepreneurship education system in universities were proposed.
