Feasibility Study on Launching the Safeguard Measures of Filing a Case about Imported Syrup and White Granulated Sugar Premixed Powder
The import volume of sugar syrup and white sugar premixed powder continues to surge,impacting China's sugar industry.This paper analyzed the development of domestic sugar industry and the import of syrup and white granulated sugar premix powder,and drew a conclusion that the damage caused by the import of syrup and white granulated sugar premix powder to domestic sugar industry was in line with the necessary conditions for the implementation of safeguard measures stipulated by WTO and China's Safeguard Measures Regulations.It proposed that the main body of China's sugar industry could timely submit to the Trade Remedy Investigation Bureau of the Ministry of Commerce an application to initiate safeguard measures investigation on imported syrup and white sugar premixed powder in accordance with the damage suffered by the industry in accordance with the relevant provisions of safeguard measures,and actively cooperated with the Ministry of Commerce and the Ministry of Agriculture and Rural Affairs for damage investigation to prevent further damage.
