An empirical study of the influencing factors of executive abilities among the civil servants in the construction of Hainan Free Trade Port
At present,Hainan Free Trade Port is at a critical stage of customs clearance operations.The executive ability of civil servants determines the effectiveness of Hainan Free Trade Port construction to a large extent.According to Thomas Smith's theoretical model of policy implementation process,empirical research shows that there are significant differences in the executive abilities among the civil servants of different grades and seniorities in Hainan from the personal perspective of civil servants.And the level of policy goal setting,the satisfaction degree of basic individual psychological needs and the sense of organizational justice are signifi-cantly correlated with the executive abilities of civil servants in Hainan.Further,the definiteness dimension of goal setting,the competence and relatedness dimensions of basic psychological needs,and the dimension of leadership justice of organizational justice have the significant predictive power for the executive abilities of civil servants.Base on the empirical results,the paper puts forward some countermeasures to further improve the executive abilities of civil servants.
