Three contradictions in grassroots grid management:the investigation and analysis of A district in Shenzhen
Strengthening grid management is an important measure to build a new pattern of grassroots social governance and promote the modernization of social governance.Along with the reform measures such as"integration of multiple networks",the grid management continues to show a comprehensive and coordinated development trend.However,it is increasingly controversial whether the grid management system of the grassroots government can adapt to the reform requirements of a higher-level strategic planning,and whether the grid staff can carry more comprehensive grid management tasks.Based on the case study in District A of Shenzhen City,it is found that there are obvious problems in the grassroots grid management,such as the lack of authority integration,the generalization of grassroots duties and the work overload of grid personnel.All these are specifically manifested in the fragmentation of grid management departments and the suspension of administrative resources,the arbitrariness of task assignments and the neglect of matching resources,and the weakening of work enthusiasm among the grid staff caused by the heavy task.The study suggests that a grid management system,which is planned by the main leaders at the district level and coordinated and implemented departments with sufficient authority,should be established,so as to promote the functional departments to allocate departmental resources to the grassroots and consolidate the grid management foundation.
