The third distribution to promote rural revitalization:generative logic,operating mechanism and optimizing path
The third distribution is an important measure to promote the high-quality economic development in the new stage of development,and an important supplement to improve the income distribution system in China.In the context of the rural revitalization strategy,the study of the third distribution plays an important role in consolidating poverty alleviation,alleviating relative poverty,narrowing the income gap,promoting common prosperity and realizing rural revitalization.Based on the theories of beneficial entrepreneurship,shared development and collaborative governance,this paper expounds the generative logic of the third distri-bution to promote rural revitalization,and explains the current situations of the third distribution to promote rural revitalization from the four aspects of individuals,enterprises,social groups and the government.It fur-ther clarifies the existing problems and causes of the third distribution in promoting rural revitalization,and puts forward the optimizing path in view of the behaviors of social subjects participating in the third distribu-tion.One is to improve the cultural mobilization and organizational mobilization mechanisms to guide the whole society to participate in the third distribution.Second,the development of social enterprises should be promoted to form a good situation in which the wealthy can make a greater contribution to society.Third,laws and regulations should be improved to enhance the enthusiasm of social subjects to participate in the third distribution.Finally,the third distribution will be complemented by digital technologies to help rural re-vitalization.
