How can local governments improve the implementation effects of the policy for rural toilet renovation?An empirical analysis from the theory of policy implementation system
The process in which the local governments implement the policies show the dynamic and complex characteristics with the different policies.Analyzing the implementation process of typical policy and summarizing the influencing factors in the policy implementation process are of positive significance for deeply understanding the complexity of the implementation process of public policies,improving their imple-mentation process and enhancing their implementation effects.The policy for rural toilet reform is a typical one that is being implemented in various parts of China at present.With the questionnaire data,the analysis from the policy implementation system model shows that the policy implementation resources,institutional characteristics,system environment and value preferences of the policy implementers are the main influencing factors in the process that the local governments implement the policy in China,and their impact on the implementation effects of the rural toilet reform policy is more significant.The phenomena of autonomous policy implementation,distorted policy implementation and symbolic policy implementation have led to the prominent problem of deviation in the policy implementation of local governments.Accordingly,policy suggestions are put forward to correct the deviation in the policy implementation of local governments and enhance the effects of policy implementation.
