Advancement in the international legal regulation on the marine plastic pollution and China's participation
The increasingly serious marine plastic pollution has become the second largest environmental crisis the world is facing after climate change.At present,the international legal framework for the global marine plastic pollution governance has not yet been established.The international legal regulation on the marine plastic pollution governance is scattered mainly in Basel Convention,among other international legal documents.Legal gover-nance faces the multiple dilemmas,such as the fragmentation of rules,and difficulties in compliance and imple-mentation,while the formulation of a binding global agreement has just begun.In the future,the international legal regulation of marine plastic pollution needs to be improved from many aspects,such as strengthening the coordination among different regulations,promoting the international legislation and perfecting the implementation and the guarantee mechanism.As a major producer and consumer of plastic,China needs to respond actively at both the international and domestic levels.At the international level,it is suggested to promote the coordination of different international laws and regulations on plastic,the progress of international legislation on plastic,and the effective enhancement for compliance and implementation of regulations on marine plastic pollution.At the domestic level,it is suggested to strengthen the technological innovation,improve the various systems related to plastic and perfect the domestic legislation.
