The"ecological bank"in Hainan Tropical Rainforest National Park:the focal point and model construction
"Ecological bank"is an effective way to take into account both the goals of environmental protection and economic development,and promote the transformation of"lucid waters and lush mountains"into"invaluable assets".As Hainan Tropical Rainforest National Park was listed among the first batch of national parks in China,this paper firstly expounds the status and significance of the pilot construction of"ecological banks"based on the tropical rainforest national park system.Then,the international experience and Chinese practice in the construction of"ecological bank"are systematically summarized in terms of main types,back-ground,policy objectives,ecological credit carriers and operation mechanisms.The problems faced by the construction of"ecological bank"in the tropical rainforest national parks are identified.Furthermore,it puts forward the policy objectives,the standard structure,the operation process and the implementation subjects of the"ecological bank"in the tropical rainforest national parks,which provide the institutional guarantee for the practice and realization of the concept that"lucid waters and lush mountains are invaluable assets"in Hainan.
