Operational practices of Singapore's digital government and their implications
Singapore has made remarkable achievements in advancing the construction of digital government,which win the authoritative recognition among the international institutions.Singapore's"Digital Government Blueprint"includes its vision,objectives,strategies,role positionings,key performance indicators,phasal achievements,and evaluation system,which are of great significance for the construction of China's digital government.One is to enhance the digital skills of public servants and nurture talents for digital policy evaluation.The second involves promoting the cross-sector governance mechanisms that secure the mutual benefits among the departments.Third,it is suggested to leverage the government leadership in establishing the data standards,common rules,and relevant technologies.Finally,it is also a must to establish a mechanism that can track and evaluate the benefits with reference to the Tekes evaluation model.
