As an institutional innovation in the construction of China's ecological civilization,the central inspection on environmental protection,to a certain extent,promotes the positive behaviors of environmental governance in the local governments.Within an integrated analytical framework of"pressure-momentum-change"constructed through the Yerkes-Dodson Law or the inverted U model and the Systemic Change Model,it can be observed that the central inspection on environmental protection transmits the pressure to the local governments through the high-profile inspection subjects,the strict assessment,the regular inspection,and the social participation,among others.The central and local governments maintain the pressure at a moderate level through the interactive adaptation,and the pressure is able to be continuously converted into the momentum to promote changes in the behaviors of the local governments'environmental governance.This process fully demonstrates the flexibility and resilience of China's national governance in the new era.
