Research on the Adjustive Mechanism of the Standard of Public Expenditure for Compulsory Education in County-Level Areas of Hubei Province
The sustained and healthy development of education cannot be achieved without adequate funding.The standard per pupil is the most fundamental institutional guarantee of investment in education.Since the establishment of mechanism for guaranteeing funding for rural compulsory education in 2006,the public expenditure of standard per pupil for compulsory education in China has been raised several times,ensuring the normal work of compulsory education and promoting the sustained and healthy development of compulsory education.However,with the rapid development of the economy and society,the gradual increase of the price level,and the continuous updating of educational and teaching methods,the current public expenditure of standard per pupil for compulsory education cannot fully meet the needs of education and teaching.Taking the funds input in compulsory education in Hubei Province in 2022 as an example,this paper analyzes the current situation and problems of public expenditure for compulsory education in county-level areas of Hubei Province,establishes a dynamic adjustive model of the public expenditure of standard per pupil for compulsory education,calculates the public expenditure of the standard per pupil for the compulsory education after 2022,and puts forward countermeasures and suggestions to improve the level of guarantee and efficiency of the use of public expenditure for compulsory education in the county-level areas.
