多源流理论是一种重要的公共政策分析方法,本文运用多源流理论对 2022 年湖北省出台的县域义务教育一体化联合发展共同体(简称"教联体")政策进行分析,从问题源流、政策源流、政治源流三个方面探究县域教联体政策出台过程,打开县域教联体改革的"政策之窗",为更好地推动教联体建设,提供有关建议和思考.
The Construction of the Joint Development Community for the Integration of Compulsory Education in the County Based on Multiple Streams Model Theory
This paper applies Multiple Streams Model Theory to analyse the policy of the Joint Development Community for the Integration of Compulsory Education in the County(ICEC)introduced in Hubei Province in 2022.It explores the process from three aspects:problem stream,policy stream,political stream.The aim is to open the policy window of the reform of the ICEC and provide relevant suggestions for better promoting the construction of the ICEC.It provides a pathway for reforming the county education association,offering suggestions and insights to facilitate the association's growth and development.
