As a strong grip of the rural revitalization strategy,the sound development of rural teacher construc-tion in the new era is of great significance to improve th4e quality of rural education and promote the equalization of compulsory education.Taking the nine rural teacher workforce construction policies issued at the national level be-tween 2014 and 2022 as the research samples,the PMC index model evaluation method is applied,combined with text mining to establish policy evaluation indicators,followed by the construction of multiple input-output tables to assign values,calculate the PMC index score,and draw a PMC surface diagram to quantify the consistency of rural teacher construction policy construction.The analysis of the results shows that the policy formulation of rural teacher construction is relatively scientific and reasonable;through the analysis of the PMC index score and the concave in-dex,it is found that there are deficiencies in the five dimensions of policy foundation,policy nature,policy objec-tives,policy priorities and policy measures;and,it is proposed to strengthen the horizontal synergy of policy;in-vestigate and explore relevant tools to enhance the foresight of policies,enhance the combination of long-term plan-ning and short-term goals to ensure the long-term effectiveness of policies,and form a transmission-feedback mechanism focusing on teachers'participation to strengthen the accuracy and practicality of policies.
