我国高校教师队伍建设政策工具的选择与优化

Selection and Optimization of Policy Tools for the Construction of Teachers'Team in Chinese Universities

本文基于政策工具的视角,构建X维度为政策工具,Y维度为高校教师队伍建设政策要素的二维分析框架,采用文本计量的研究方法,对我国 2012-2022 年的 26 份高校教师队伍建设政策文本进行分析.研究发现,目前高校教师队伍建设政策存在命令工具使用频次最高,而能力建设工具和系统变革工具使用频次较低;政策内容要素相对集中;政策工具与政策内容要素匹配性不足等问题.据此提出优化调整政策工具的使用结构;加强地位待遇和发展平台等方面的政策供给;增强政策工具与政策内容要素的匹配度等建议,以不断完善我国高校教师队伍建设政策体系.
From the perspective of policy tools,it constructs a two-dimensional analysis framework with X di-mension as policy tools and Y dimension as policy elements of college teachers'team construction,and adopt the research method of text measurement to analyze 26 college teacher workforce building policy texts in China from 2012 to 2022.It is found that command tools are the most frequently used in the current teachers'team building policy,while capacity building tools and system change tools are the least frequently used;policy content elements are relatively concentrated;and the match between policy tools and policy content elements is insufficient.Accord-ingly,this paper puts forward the optimization and adjustment of the use structure of policy tools;strengthens the policy supply in terms of status treatment and development platform;enhances the matching degree between policy tools and policy content elements,so as to constantly improve the policy system of the construction of college teach-ers'team.
