The 20th National Congress of the Communist Party of China comprehensively laid out the integrat-ed development of education,technology and talent,and promoted the strategic transformation of the"trinity"eval-uation.Looking back at the policy changes and evolutionary characteristics of the coordinated promotion of educa-tion,technology and talents since the 18th National Congress of the Communist Party of China from the perspective of policy tools,combined with typical policy text examples,this paper analyzes systematic measures such as revers-ing the evaluation orientation of regulatory policy tools,transforming the evaluation paradigm of normative incentive policy tools,implementing capacity building policy tools to empower and increase efficiency,and using symbols and symbolic tools to create a good atmosphere,researching the linkage logic,connecting elements and practical direc-tion of integrated evaluation of educational technology talents,and look forward to improving the comprehensive ef-fectiveness of educational technology talent evaluation policies from the dimensions of enriching policy toolboxes,which could optimize the application of results,adapt to policy environments and deepen digital reforms.
