Based on the PMC index model,this paper constructs an evaluation system covering 9 primary vari-ables and 42 secondary variables to quantitatively analyze and evaluate China's county high school development policies.The findings are as follows:the design of each sample policy is generally reasonable and of high quality,and policies from both central and local levels are relatively consistent,revealing that such policies can effectively guide development of county high schools in China;however,the sample policies still have shortcomings like insuf-ficient audience,unreasonable timing planning,and potential obstacles in implementing incentive measures.Based on the analysis,this paper suggests that policy implementation can be ensured through improving diversity of policy audiences as well as accuracy of policy effects,enriching and coordinating various policy objectives based on overall situation,and promoting construction of leadership mechanism.
