The Preparation and Development Difficulties of Universities in Shandong Province during the Beiyang Government Period
During the Beiyang Government period,there were three universities in Shandong:Qufu University,the ini-tial sound was quite high,but the middle road was shelved;Private Qingdao University,the founding is difficult,not easy to maintain;Shandong University,brewing for a long time,but a flash in the pan.All three universities were founded around 1921,although different roads led to the same result.Education policy,lack of talents,factional struggle and warlord strug-gle all became important factors restricting the development of Shandong higher education during the Beiyang government period.
