就业训练中心的职业技能培训效率研究——基于DEA-Malmquist评价模型的分析

基于 2012-2021 年份《中国劳动统计年鉴》中全国 23 个省、自治区、直辖市就业训练中心的面板数据,构建DEA-Malmquist评价模型,对各省就业训练中心职业技能培训的投入产出效率进行分析.结果显示,当前各地就业训练中心投入产出效率整体虽处于规模递增状态,但粗放型特征比较明显.建议各地提高对职业技能培训重要性的认识;协调区域间优质资源共享、构建清晰完整的职业技能发展路径;化解潜在的技术退步风险、改进资源投入方式;抓住"互联网+"机遇,积极探索新的效率增长点;实现培训效率和就业水平的整体提升.
Efficiency of Vocational Skills Training in Employment Training Centers——an Analysis Based on DEA-Malmquist Evaluation Model
Based on the panel data of employment training centers of 23 provinces,municipalities and autonomous regions in China from 2012 to 2021 in China Labor Statistics Statistical Yearbook,a DEA-Malmquist evaluation model was constructed to analyze the input-output efficiency of vocational skill training of employment training centers in each area.The results show that the input-output efficiency of the employment training centers is increasing in scale,but the extensive characteristics are obvious.We recommend that localities raise awareness of the importance of vocational skills training and coordinate the sharing of high-quality resources among regions,and construct a clear and complete vocational skill development path.Meanwhile,the localities should avoid the potential risk of technological regression and improve the way of resource investment;In general,we should seize the opportunity of"Internet Plus"and actively explore new growth areas for efficiency to achieve the overall improvement of training efficiency and employment level.
