Value Orientation and Institutional Reconstruction:An Analysis of the Rule of Law for Natural Resources in Chinese Modernisation
In the new era of the rule of law and beautiful China construction of the new journey of the grand background,the rule of law of natural resources is one of the core elements of China's socialist rule of law,which provides the foundation and guarantee for the realisation of Chinese-style modernisation.Therefore,in order to build a Chinese-style modernisation of the rule of law in natural resources,and to respond positively to the spirit of the 20th National Congress of the CPC,the rule of law in natural resources should start from the three dimensions of value orienta-tion,normative system and implementation system.Adhering to the leadership of the Party,adhe-ring to the concept of the rule of law that gives priority to conservation and systematic protection,implementing a top-down mechanism,and using the overall systematic coordination of the rule of law methodology as a guide,we should optimise the overall structure of natural resources laws and norms,strengthen the institutional linkage of the natural resources laws and norms,and rebuild the natural resources rule of law by re-systematising the system,and strengthen the collaborative prac-tice of co-rule in law enforcement and justice,so as to truly realize the modernisation of the natu-ral resources rule of law in China.It will also strengthen the practice of collaborative governance in law enforcement and justice,so as to truly realize the new pattern of the construction of the rule of law on natural resources in Chinese modernisation.
