摘要

从水资源供给、水资源利用、水环境治理、水生态环境、水经济发展 5 个方面出发,选取15 个指标建立了幸福河湖评价指标体系.基于熵权法和TOPSIS 模型对阜阳市 2012-2021 年的幸福河湖情况进行了综合评价,采用障碍度模型识别了影响阜阳市幸福河湖的障碍因子.结果表明:阜阳市的幸福河湖建设情况在 2012-2021 年呈逐步增长趋势,影响幸福河湖的主要因素是水资源量、水资源利用及水生态环境情况.据此,结合阜阳市的水资源对经济发展的承载能力等方面,提出了优化阜阳市幸福河湖建设的建议.

Abstract

The paper established evaluation system of Happy Rivers and Lakes including 15 indica-tors data in the five aspects of water resources supply,water resources utilization,water environ-ment management,water ecological environment and water economy development.A comprehen-sive evaluation model of happy rivers and lakes was established based on the entropy weight meth-od and the TOPSIS method to evaluate its construction level in Fuyang City from 2012 to 2021.The impact factors of happy rivers and lakes in Fuyang City are identified by obstacle model.The results show that the happy rivers and lakes level of Fuyang City showed a gradual increasing trend over time between 2012 and 2021.The main factors affecting happy rivers and lakes are the a-mount of water resources,water resources utilization and water ecological environment.Based on the evaluation results,the paper puts forward some suggestions to optimize the construction of hap-py rivers and lakes based on the carrying capacity of water resources for economic development in Fuyang City.
