Review of Cross-Departmental Collaborative Management of Water Pollution in the Yellow River Basin and Legal Construction
The ecological environment of the Yellow River Basin is fragile,water resources are scarce,the river pollution holding capacity is weak,and the water pollution is complex.Due to the systematic,interrelated and dynamic nature of the river basin,the independent governance of a sin-gle government department cannot solve the overall water pollution problem in the river basin.It is necessary to actively explore a collaborative governance model with cross-departmental linkage and multi-party cooperation.At present,the supply of relevant laws for collaborative governance is insufficient,conflicts of interest between departments,sluggish data and information sharing,frag-mentation of administrative systems,and insufficient incentives of ecological protection compensa-tion system are the main obstacles to the realization of cross-departmental collaborative gove-rnance.It is necessary to improve comprehensive legislation with"holistic"legislative thinking,clarify the division of departmental functions and powers,improve the collaborative governance system and responsibility sharing mechanism,unify departmental governance objectives,use big da-ta technology to establish an information sharing platform,smooth the data cycle,improve the eco-logical protection compensation system,and stimulate the initiative of departments to participate in collaborative governance.
