Developing childcare services for infants and young children is a key measure for China to actively respond to the trend of declining birth rates.However,there are still challenges in evaluating the effectiveness of childcare policies,such as difficulty in systematic evaluation,and the childcare policy system still needs to be improved.To explore the collaborative status of various policy elements within China's infant and toddler care service policies,the central government's released policy text on childcare services was taken as the research object,and the content analysis method was used to conduct a multidimensional cross analysis of policy tools,policy objectives,and policy strength.Research has found that policy tools rely on environmental support and neglect demand stimulation;Policy objectives focus on ensuring quality,and the role of multidimensional objectives needs to be optimized;The policy intensity is relatively low and does not match the policy tools and goals.It is recommended to allocate policy tools reasonably,strengthen the coordination of policy objectives,balance and enhance policy strength,and promote the coordination and coordination of policy strength with policy tools and key links of policy objectives.
