消费帮扶的组织基础与行动逻辑——基于行动者网络理论的分析

消费帮扶是巩固拓展脱贫攻坚成果同乡村振兴有效衔接、促进乡村全面振兴的重要举措.脱贫攻坚时期,消费帮扶在打赢脱贫攻坚战中发挥了重要的作用.在巩固脱贫成果促乡村振兴阶段,消费帮扶更需强调政府、市场、社会组织等多元主体的参与,形成"政府搭台、企业唱戏、市场运作"的联动模式.本文以广州市消费帮扶实践为案例,以行动者网络理论剖析帮扶行动者网络中多元主体的角色定位、互动关系与行动逻辑.研究发现:消费帮扶能够助推脱贫地区产业集群的发展,推动地方农业产业转型,实现助农增收的目标;同时,在市场塑造的过程中,帮扶产品所呈现的市场化运作样态,正是消费网络中各行动者有效参与的表现.
The Organization Foundation and Action Logic of Consumption Assistance——An Analysis Based on Actor Network Theory
Consumption assistance is an institutional advantage for socialism with Chinese characteristics to concentrate on major events,and it is also an important measure to consolidate and expand the effective connection between the achievements of poverty alleviation and rural revitalization,and to promote the overall revitalization of rural areas.During the period of poverty alleviation,consumption assistance has played an important role in winning the battle against poverty.In the stage of consolidating the achievements of poverty alleviation and promoting rural revitalization,consumption assistance needs to emphasize the participation of multiple subjects such as government,market and social organizations,so as to form a linkage and cooperation mode of"government setting up stage,enterprises performing and market operation".Taking the practice of consumer assistance in Guangzhou as an example,this paper analyzes the role orientation,interaction and action logic of multiple subjects in the network of assistance actors from the perspective of actor network theory.The study found out that the experience samples of consumption assistance can promote industrial clusters in poverty-stricken areas while facilitating the transformation of local agricultural industries,thus achieving the goal of increasing farmers'income;at the same time,in the process of market shaping,the market-oriented operation pattern presented by the supporting products reflect the effective participation of various actors in the consumer network.
