New Rural Collective Economic Development:Historical Changes,Experience Implications and Future Direction
Our new rural collective economy has experienced three stages:two-tier management system and the development of rural enterprises from the early years of Reform and Opening-up to 2001,differ-entiation and adjustment of rural collective economy during 2002-2011,and establishment of share-holding rural collective economy after the reform of collective property rights from 2012 up to new.The new rural collective economy is related to macro-economic situation,reforms that rural production factors are allocated by the market and adjustment of the relationship between urban and rural areas as well,and is relevant to historical development of land institutions and collective property rights,and is complemen-tary to cooperative economy.To fuel the new rural collective economy in the future in order to achieve modernization of agriculture and rural areas and common prosperity of the peasants,we must enhance the-oretical innovation,political adjustments and innovation in reforming practices,explore new forms of real-ization and organization of new rural collective economic organization as special legal person,and strengthen town coordination and positively cultivate two-tier collective organizational system at town lev-el and village level.
