Performance Evaluation of Social Governance Capability of County-level Governments in Ethnic Regions:A Study of 7 Counties in Guangxi and Guizhou
The social governance capability of county-level governments in ethnic regions is an important component of China's social governance capability.On the basis of the five components of the social gov-ernance system,this paper uses the Modified Delphi Method,AHP Method,and Experts'Weight to finally determine the performance evaluation indicator system of county-level governments'social governance ca-pability in ethnic areas,including 56 indicators and their weights.Using data from 7 counties in Guangxi and Guizhou in 2022,the paper conducted an empirical analysis on the performance of county-level gov-ernments'social governance capability.It found that the social governance capability presents as XA County＞CX City＞LZ County＞NM County＞LP County＞TZ County＞HJ County.From the perspective of obstacle degree,the ways and contents of social governance are two most important obstacle factors,with an average obstacle degree of 22.59%and 22.2%.The obstacle degree of social governance re-source is also high,with an average of 20.34%,while the obstacle degree of social governance subject and social governance value is relatively low,and their impacts are relatively small.Next,county-level governments in ethnic areas must adhere to the development philosophy of putting the people at the center;they should establish an effective social governance system of effective interactions from top to bottom and guide the county-level social governance system through Party building;and they should optimize inter-nal governance capabilities and expand the grassroots service capabilities of non-governmental organiza-tions.
