Optimization of the Legal System of Land Use Regulation Adopting An All-encompassing Approach to Food
The optimization of legal system of cultivated land use discussed in this paper is on the basis of not changing the agricultural use of land,that is,the legal optimization for regulating the conversion of crops on cultivated land.This paper reviewed the measures of cultivated land use regulation,and dis-cussed the direction and difficulties of legal optimization of cultivated land use regulation adopting an all-encompassing approach to food.This paper focused on the coupling of this approach and the existing culti-vated land use regulating measures,the matching analysis between the two,and the legal path for the op-timization.The paper finds that the change of the demand structure of agricultural products in China has become an irreversible trend,and the existing regulating measures can no longer adapt to the changes in the supply structure of agricultural products brought about by this change to a certain extent.Therefore,it is necessary to optimize the legal system of cultivated land use regulation and further advance the supply-side structural reform of agricultural products in order to improve the current situation of unbalanced and insufficient use of cultivated land,and to enable cultivated land resources to meet the changes in people's food demand.
