As the implementation of strategic layout is mostly top-down,it is up to primary-level gov-ernance institutions to carry out the original goal.The traditional primary-level governance model has e-volved in response to specialized social divisions,with a shift towards prioritizing sefficiency rather than public service.In pursuit of greater efficiency,primary-level governance institutions employ a substan-tial proportion of third parties,heightening the risk that primary-level governance activities detach from the public.Consequently,it is necessary to develop appropriate constraint mechanisms for oversight and accountability within these organizations,as well as demand them to publicly justify and explain the use of the third parties,in order to limit their influence.Ultimately,policies and economic support directed to-wards rural areas may actually benefit local populations and revitalize the regions in the future.
