摘要
价值取向是农业科技政策最本质的规定性,它驱动着农业科技政策的制定、执行和评估.通过对2013-2024年中央一号文件中的科技政策进行梳理,凝炼了我国农业科技政策制定所秉持的农业现代化目标导向、创新驱动、绿色发展和"人民至上"等内在价值取向,为我国农业科技政策坚持正确的价值导向、更加科学合理和有效落实提供了理论依据和现实指导.
Abstract
The value orientation is the most essential specification of agricultural science and technology policies,serving as the intrinsic driving force behind the formulation,implementation,and evaluation of these policies.By analyzing the science and technology policies outlined in the No.1 Central Document from 2013 to 2024,this study distills several inherent value orientations guiding China's agricultural sci-ence and technology policy formulation:goals oriented towards agricultural modernization,innovation-driven dynamics,green development principles,and a"people-centered"approach.The aim is to pro-vide a theoretical basis and practical guidance for ensuring that Chinas agricultural science and technology policies adhere to correct value orientations while formulating more scientifically sound policies that pro-mote effective implementation and maximize their impact.
