乡村振兴中的现代生态农业发展——基于德国经验的分析

摘要
现代生态农业系统建立在生态产业化和产业生态化并行的基础上,形成自身独特的发展框架.从德国乡村建设案例中借鉴有益经验,分析德国生态引领的绿色土地整治政策、竞争促发的内生动力激活政策、多元支撑的职业农民培育政策、创新导向的农业科技发展政策,对中国高效推动乡村振兴战略向现代生态农业发展具有重要启示,即树立协同新发展理念,谋篇城乡融合总规划;深入推进生态产业化,建立生态产品价值实现机制;全面布局产业生态化,形成绿色产业体系循环模式;完善乡村治理体系,推动乡村治理能力现代化.
Abstract
Based on the parallel ecological industrialisation and industrial ecologicalization,the modern eco-agricultural system formed its own unique development framework.Drawing on beneficial experiences from Germany's rural construction cases and analys-ing Germany's ecologically-led green land remediation policy,competition-promoted endogenous motivation activation policy,multi-faceted supportive vocational farmer cultivation policy,and innovation-orientated agricultural science and technology development pol-icy were important inspirations for China's efficient promotion of rural revitalization strategy toward the development of modern eco-ag-riculture,that was,to establish a new concept of coordinated development and work out a master plan for urban-rural integration;fur-ther promote ecological industrialization and establish a mechanism to realize the value of ecological products;lay out industrial ecolo-gy and form a green industrial system cycle model;improve the rural governance system and promote the modernization of rural gover-nance capacity.
