摘要
农村环境治理有助于乡村振兴、可持续发展、缩小城乡差距,但现阶段我国农村环境治理的法治化进程存在法治体系不健全,职责不清、执法能力亟待加强,领导、群众环境法律意识较差,环境侵权司法救济通道不通畅等问题.通过研究提出完善农村环境法律体系,提高广大村民的环境法律素养,让群众依法参与环境保护,强化司法与执法,为乡村振兴提供环境法治保障.
Abstract
Rural environmental governance contributes to rural revitalization,sustainable development,narrow the gap between urban and rural areas.However,in the process of ruling by law in our country's rural environmental governance,the system of ruling by law is not perfect,the responsibility is unclear,the ability of law enforcement needs to be strengthened urgently,and the leaders and the masses have poor legal awareness of the environment,environmental tort judicial relief channel is not unobstructed,and so on.Through the research,this paper proposes to improve the rural environmental legal system,improve the environmental legal literacy of the villagers,and let the masses participate in environmental protection in accordance with the law,strengthen the judiciary and law enforcement,to provide environmental legal guarantee for rural revitalization.
