制度认同作为一种重要的社会认同形式,对国家治理、社会稳定和公民参与具有重要的影响.澳大利亚职业教育制度认同的基本框架以法律保障认同逻辑为导向,以资历框架认同逻辑为基础,以证书制度认同逻辑为关键,以技能制度认同逻辑为依托,彰显了澳大利亚职业教育制度认同的权威性、全面性、基础性、长效性的特征,法律保障认同、资历框架认同、证书制度认同、技能制度认同立于制度认同的"四位"而促进制度认同的"一体"发展.鉴于澳大利亚健全完善的职业教育制度认同框架,我国应着力健全职业教育法律条款,提升职业教育法律认同感;完善职业教育资历框架,夯实职业教育资历框架运行力;改革职业教育证书制度,促进职业教育证书认可度;建立职业教育技能制度,增进职业教育技能胜任感,从而构建具有本土特色的职业教育制度认同框架,提升职业教育的广泛认可度,促进职业教育高质量发展.
Institutional Identification in Australian Vocational Education:A Four-pronged Analytical Framework and its Implications for Reform
Institutional identification,as a crucial form of social recognition,plays a significant role in national governance,social stability,and citizen participation.In the context of Australian vocational education,the framework for institutional identification is built on a foundation of legal guarantees,supported by a robust qualifications framework,certification system,and skills system.This framework emphasizes the authoritative,comprehensive,foundational,and long-term characteristics that define institutional identification in Australia's vocational education sector.The development of institutional identification is achieved through a four-pronged approach:strengthening rule of law guarantees,enhancing the qualifications framework,refining the certification system,and improving the skills system.Drawing from Australia's well-established model,China can improve its vocational education system by:enhancing legal provisions for vocational education to foster greater legal recognition;refining its vocational education qualifications framework and improving its operational effectiveness;reforming the vocational education certification system to increase its value;and developing a vocational skills system to enhance competencies in vocational education.By establishing a locally tailored framework for vocational education institutional identification,China can increase recognition of vocational education and promote its high-quality development.
