摘要

以全面掌握张家口市白河流域突发水污染事件风险水平、科学诊断环境风险问题和症结、健全突发环境事件风险防控体系为目标,以保障流域环境安全为出发点,通过数据资料收集整理、现场勘查、统计分析模拟等方法,系统识别白河流域环境风险,模拟评估典型突发水污染事件情景,设计水污染事件应急处置工作流程,在此基础上构建白河流域突发水污染事件应急体系,并提出突发水污染事件防控建议.

Abstract

With the goal of comprehensively grasping the risk level of sudden water pollution incidents in the Baihe River Basin of Zhangjiakou City,scientifically diagnosing environmental risk problems and cruxes,and improving the risk prevention and control system for sudden environmental incidents,and with the aim of ensuring the environmental safety of the basin,through data collection,on-site investigation,statistical analysis simulation,and other methods,the environmental risks in the Baihe River Basin are systematically identified,typical scenarios of sudden water pollution incidents are simulated and evaluated,and emergency response workflows for water pollution incidents are designed.On this basis,an emergency response system for sudden water pollution incidents in the Baihe River Basin is constructed and prevention and control suggestions are proposed.
