Analysis of the Connotation and Structure of High-quality Development of Water Conservancy Based on System Structure
Accurately grasping the connotation of high-quality development of water conservancy is an important prerequisite for the implementation of the development strategy of water conservancy in the new era.By systematically sorting out the re-search progress of high-quality development and water conservancy development,the basic conceptual system and core es-sence of high-quality development of water conservancy are analyzed based on the system view.Based on the perspective of system structure and system optimization,the relationship structure of the high-quality development system of water conser-vancy,which consists of three elements,namely,the goal of high-quality development of water conservancy,the develop-ment pathway,and the conditions of development,is constructed.The results are as follows.High-quality development of water conservancy is both the development concept of water conservancy system optimization and the development measures to achieve systemic water management.The goal of high-quality development of water conservancy is analyzed as the safety of water and drought disaster defense,the safety of water resources supply,the safety of water ecological protection and the safety and security of water environmental protection,as well as the satisfaction of high-quality water conservancy sharing.The five new development concepts are internalized in the relational structure of the water quality development system.Among them,water resource endowment and green development are the prerequisite basis and constraints.Openness is its external environmental conditions and internal embodiment.Water science and technology innovation,optimal allocation of water resources,intensive and economical use of water resources,modernized management of the water conservancy sys-tem,water conservancy infrastructure construction and functional coordination of the water security system are important op-timization paths for development.High-quality water safety and security and high-quality water sharing that meets people's needs are at the core of the development goals.Based on the perspective of system structure and system optimization,in-depth analysis of the system structure of high-quality development system of water conservancy and its internal relationship can further deepen the understanding of the connotation of high-quality development of water conservancy,and lay the foun-dation for the comprehensive quantitative evaluation of high-quality development of regional water conservancy.
