基于相对联系数的区域水利高质量发展评价指标体系筛选方法

为综合判断在区域水利高质量发展目标、发展途径、发展条件相互作用下区域水资源-经济社会-生态环境复合系统不断协同优化的系统高质量发展水平状态,构建了由发展目标、发展途径和发展条件 3 个子系统组成的区域水利高质量发展初步评价指标体系.为定量分析初步评价指标体系的专家咨询信息,根据专家指标排序合理性模糊关系的取值区间特点提出了相对联系数,用相对联系数的平均集对势估计各专家指标排序合理性的权重,进而可得各指标重要性的专家综合排序值,据此筛选初步评价指标体系,构建了基于相对联系数的区域水利高质量发展评价指标体系筛选方法(SM-RCN).SM-RCN 在陕西省的应用结果表明:筛选后的指标体系汇聚了各专家对区域水利高质量发展主要影响指标的综合评判;SM-RCN 可克服评价指标体系构建过程缺乏定量分析依据的不足,可识别不同专家、同一专家对不同评价方面的指标排序合理性的程度.该筛选方法在区域水利现代化、水资源空间均衡、水资源承载力等评价指标体系构建过程中具有应用前景.
Screening Method of Evaluation Index System for High-quality Development of Regional Water Conservancy Based on Relative Connection Number
In order to realize the evaluation index system of high-quality development of regional water conservancy to be used to measure the system state of the regional water resources,economic society and ecological environment composite system under the action of high-quality development goals,development approaches and development conditions of water conservancy,which constantly cooperates and optimizes to create a high-quality level of development,the preliminary eval-uation index system for high-quality development of regional water conservancy is constructed,which is composed of three subsystem:development goal,development approach and development condition.In order to quantitatively analyze the ex-pert consultation information of the preliminary evaluation index system,the relative connection number is proposed accord-ing to the value interval characteristics of the fuzzy relation of the rationality of the expert index ranking.The weight of each expert index ranking rationality is estimated by the mean set pair potential of the relative connection number,and the com-prehensive ranking value of experts for the importance of each index is calculated using these weights.Based on the com-prehensive ranking value of experts for the importance of each index,the preliminary evaluation index system is selected,and a screening method(SM-RCN)for the evaluation index system of high-quality regional water conservancy development based on the relative connection number is formed.The application results of SM-RCN in Shaanxi Province show that:the selected index system gathers the comprehensive evaluation of the main impact indicators of high-quality development of re-gional water conservancy by experts.In addition,SM-RCN can overcome the lack of quantitative analysis basis in the con-struction process of the evaluation index system,and can identify the rationality degree of indicators ranking of different ex-perts and the same expert on different evaluation aspects.The screening method(SM-RCN)has application prospects in the construction process of regional water conservancy modernization,spatial equilibrium of water resources,water resources carrying capacity and other evaluation index systems.
