摘要

基于发展目标、发展途径、发展条件相作用形成的区域水利高质量发展系统结构和相对联系数的指标体系筛选方法,构建了由 59 个评价指标、11 个发展方面、3 个发展子系统组成的区域水利高质量发展评价指标体系;利用专家咨询和遗传层次分析法确定各指标权重,采用集对分析计算指标、方面、子系统和样本 4 个层次与区域水利高质量发展评价标准集对间的联系数,应用减法集对势判断 4 个层次区域水利高质量发展状态,建立了基于集对分析的区域水利高质量发展评价方法(SPA-HDEM),并将其应用于陕西省 2020年 10 个地市的水利高质量发展评价中.结果表明:西安水利高质量发展状态处于中等偏较高等级,咸阳、汉中、渭南、安康、宝鸡、榆林均处于中等等级,延安、商洛、铜川均处于较低偏中等等级;非陕南的 7 个地市的发展条件均不佳,10 个地市的发展途径均相对较低;各地市处于反势的指标中,西安有"人均水资源量"等 11 个、铜川有"防洪堤防达标率"等 32 个、宝鸡有"水利投资占 GDP 比重"等 16 个、咸阳有"人均生活用水量"等 14 个、渭南有"水资源开发利用率"等 19 个、延安有"供水模数"等 21 个、榆林有"供水模数"等 22个、汉中有"防洪堤防达标率"等 15 个、安康有"防洪堤防达标率"等 21 个、商洛有"人均工资"等 25 个,重点调控这些反势指标是全省水利高质量发展工作中的重要任务.SPA-HDEM 适用性强,在已知评价等级标准的实际区域水利高质量发展评价问题中具有应用前景.

Abstract

Based on the indicator system screening method of the system structure and relative connection number of region-al water conservancy high-quality development system formed by the interaction of development goals,development paths and development conditions,a regional water conservancy high-quality development evaluation indicator system consisting of 59 evaluation indicators,11 development aspects and 3 development sub-systems has been constructed.Expert consultation and genetic hierarchy analysis were applied to determine the weights of the indicators,and set-pair analysis was used to cal-culate the number of links between the four levels of indicators,aspects,subsystems and samples,and the set of pairs of evaluation criteria for high-quality development of regional water resources.The subtractive set-pair potential was applied to judge the state of high-quality development of regional water conservancy at four levels,and the evaluation method of high-quality development of regional water conservancy based on set-pair analysis(SPA-HDEM)was established.It was also applied to the evaluation of high-quality development of water conservancy in 10 municipalities in Shaanxi Province in 2020.The results are as follows.The state of high-quality water conservancy development in Xi'an is in the middle to high grade,Xianyang,Hanzhong,Weinan,Ankang,Baoji and Yulin are in the middle grade,and Yan'an,Shangluo and Tong-chuan are in the low to middle grade.The development conditions of 7 municipalities outside of southern Shaanxi are not sound,and the development paths of 10 municipalities are relatively low.Among the counter indicators,Xi'an has 11 indi-cators such as ″per capita water resources″,Tongchuan has 32 indicators such as ″flood control embankment compliance rate″,Baoji has 16 indicators such as ″proportion of water conservancy investment to GDP″,Xianyang has 14 indicators such as ″per capita domestic water consumption″,Weinan has 19 indicators such as ″water resource development and utili-zation rate″,Yan'an has 21 indicators such as ″water supply module″,Yulin has 22 indicators such as ″water supply mod-ule″,and Hanzhong has 15 indicators such as ″flood control embankment compliance rate″ Ankang has 21 key indicators such as ″flood control embankment compliance rate″,and Shangluo has 25 key control indicators such as ″per capita wage″.These counter trend indicators are important tasks in the high-quality development of water conservancy in the province.SPA-HDEM is highly applicable and has application prospects in the evaluation of high-quality development of water conser-vancy in actual regions with known evaluation level standards.
