摘要
在新一轮科技革命和产业变革的大背景下,新质生产力成为高质量发展的内在要求和重要着力点.为把加快发展新质生产力的部署要求落实到水利工作的全过程各方面,提出了水利新质生产力的概念及内涵,认为水利新质生产力是追求高科技、高效能、高质量、符合新发展理念的先进水利生产力质态;提出了由指导思想、基本原则、理论基础、主要研究内容和支撑体系五部分组成的水利新质生产力理论框架,阐述了水利新质生产力的主要研究内容;并从工程、技术、制度和管理支撑四方面,提出了水利新质生产力的实施路径.为加快形成和发展水利新质生产力提供理论基础和路径参考.
Abstract
In the context of a new round of scientific and technological revolution and industrial transformation,new quality productivity has become an intrinsic requirement and an important focus of high quality development.In order to implement the deployment requirements of accelerating the development of new quality productivity into all aspects of water conservancy work,the paper put forward the concept and connotation of new quality productivity in water conservancy.It believed that new quality productivity of water conservancy is an advanced productivity that pursues high technology,high efficiency,high quality,and conforms to new development concepts,and proposed a theoretical framework of new quality productivity of water conservancy consisting of five parts:guiding ideology,basic principles,theoretical basis,main research content and support system,and expounded its main research content.Based on the four aspects of engineering,technology,sys-tem and management support,the implementation path of new quality productivity of water conservancy was proposed.This paper provided a theoretical basis and path reference for accelerating the formation and development of new quality produc-tivity of water conservancy.
