The National Vocational Education Reform Implementation Plan present that "double qualified" teachers are teachers who have both theoretical and practical teaching abilities. Through systematic experiential observation, it is found that there are a series of problems such as unscientific identification standards, unreasonable teacher structure, and uneven levels in the construction of the"double qualified" teacher team for preschool education specialty in higher vocational colleges. Higher vocational colleges should establish the identification standard of "double qualified" teachers at different levels and standardize the identification process of "double qualified"teachers. Higher vocational colleges and kindergartens cooperate to cultivate"double qualified"teachers and improve the effectiveness of teachers′ practice. We will promote the reform of the admission system for new teachers, and create a"double qualified"teacher team that combines full-time and part-time teachers. Scientific assessment and evaluation of "double qualified" teachers, and implementation of incentive and dynamic management mechanism.
