Deep Explanation of the Concept of New Quality Productivity and Re-exploration of Its Mechanism—Also on the Discussion of Its Practice in Agricultural and Rural Fields
The development of new quality productivity is one of the important topics at the Third Plenary Session of the 20th Central Committee of the Communist Party of China and is the key to high-quality economic development.The original concept of new quality productivity emerged from the need to solve real problems in the period of social transformation,and has undergone the dynamic evolution of"incubation,emergence,and application"in three stages,showing strong practicality and contemporaneity.The key mechanism of developing new quality productivity is that we need using technological innovation to lead industrial innovation,using technological innovation to promote technological application,and forming a three-dimensional practical logic of"laborers+basic innovation+application innovation".The vast territorial space determines the diversity of specific paths.It is necessary to examine the empirical practices of developing new quality productivity at the relatively micro level.Based on the case of Yuli County,Xinjiang,it is shown that the development of new quality productivity in the agricultural and rural areas can be achieved through the innovation of agricultural labor tools using digital and biological technologies,the expansion of labor objects by activating rural land,cultural,data,and ecological resources,actively cultivating and introducing high-quality individual laborers and collaborative organizations,and fully utilizing regional resource.
